Board Adopts FY09 Budget
At the Board of County Supervisor's meeting on Tuesday, the Board adopted the FY09 Fiscal Plan. The adopted budget is what the Board agreed upon last week during the budget mark up process, which includes approximately $6.7 million worth of reductions to the County Executive?s proposed budget. The reductions include:
- Privatizing the Western Prince William Adult Daycare Program.
- Not funding the new Child Protective Services Investigation Positions (related to the illegal immigration policy).
- Reducing the transfer to the Convention and Visitors Bureau in FY09 and shifting those funds to other tourism-related projects.
- Not funding the new in-car camera program for Police.
- Not funding additional positions to support patrol for immigration enforcement.
- Reducing the periodical acquisition program for the Library system.
- Not funding the system-wide 24 hour supervision for Fire and Rescue.
- Not funding the Career Training Captain for Fire and Rescue.
- Not funding a vehicle for the Health and Safety Battalion Chief for Fire and Rescue.
- Not funding the donations to Prince William and Potomac Hospitals.
- Not funding new foster care and residential services (related to the illegal immigration policy).
The Department of Social Services is continuing to review the proposal from Youth for Tomorrow regarding the Group Homes.
With the adopted the budget, the County's tax rate for FY09 is 97 cents, which is a 5 percent or $163 increase in the average tax bill.
Also during the meeting last night, the Board adopted a resolution modifying directives to the Police Department concerning the role of local law enforcement in enforcing federal immigration law. Basically, the Board directed the Police Department to inquire into citizenship and immigration status after an individual is actually arrested. It further requires that the inquiry will be made of every individual that is arrested.

Signs of Gang Involvement
From Richard Buchholz, PWC Gang Response Intervention Team (G.R.I.T.) Coordinator
Although gangs are not a problem overwhelming our community, gang participation by some youth is an issue that we must confront. One of the first steps in dealing with gangs is to raise community awareness of the signs of gang involvement by our youngsters.

Proposed Speed Limit Change on Route 234
On Route 234
Currently, Route 234 is posted at 50 mph from Van Buren Road (Rte 627) to Country Club Drive (Rte 1450). It is 55 mph from Country Club Drive to I-66 as you proceed north. We believe that the 50 mph zone should be extended past the entrances to Montclair and Forest Park HS. We recommend extending the 50 mph zone to a distance of 0.26 miles north of Carrs Brooke Way (Rte 3130).
This recommended change in speed limit has been discussed with the Virginia State Police and the Prince William County Police Department and they concur with the proposed reduction.
On Route 1
A recent safety study has prompted VDOT to recommend lowering the speed limit from 40 mph to 35 mph along the north-bound segment of Route 1 from Bradys Hill Road to Possum Point Road, a total distance of 1.63 miles. More...
