Summer Greetings!
I hope your receipt of this newsletter finds everyone
enjoying a happy, safe and enjoyable summer. Our Board
will hold its last meeting on August 5th and will not
resume meetings until after Labor Day. I'm sure that time
for everyone both in and outside of County government
will enjoy the welcome break.
Fuller Heights Sidewalks
Phase two of our effort to install sidewalks for the
length of Fuller Heights Road is now complete at a cost
of $498,259. Additional work will continue upon receipt
of available new funding.
Beautification
As you drive through the District you will see and enjoy
the ongoing program to improve the aesthetics of our
community. Flowers and other plantings are in full bloom
on both Joplin Road and Cardinal Drive.
Strategic Plan
- The BOCS are working on a new Strategic Plan and
were given the focus group's identified strategic
issues on June 25, 2008 – they are
online at www.pwcgov.org
- The BOCS will appoint a task force for the goals
they select and will have a community meeting for
that phase probably late Summer
- There will be one more public hearing in the
Fall before the Strategic Plan is adopted
Minnieville Road
The road improvement project for Minnieville
Road from Cardinal Drive to Spriggs Road is on
schedule and will be completed in August 2009.
Route 1
The Joplin Road to Brady's Hill Road Phase II
environmental site assessment for thirty-one parcels
with some environmental concerns was completed on
December 31, 2007. There have been forty offers
to property owners.
- Design plans were submitted to VDOT for
final approval on May 20, 2208
- Contract modifications for the designs
were approved on May 20, 2008
- Road widening construction will commence
in the summer of 2009
Route 1/234 Park & Ride Lot
- $2.7 million dollars in local partnership
program funding was approved on January 22, 2008
- Final plans were submitted to VDOT May 23, 2008
- Advertisement for construction was made in July 2008
- Completion date for lot expansion is expected in
the Fall of 2009
Quantico/Potomac Ave. Streetscape Project
- Dominion VA Power completed the relocation of their
lines in March 2008
- Verizon & Comcast line relocation was completed
in June 2008
- The Streetscape construction will begin in September 2008
Possum Point Road Culvert Improvement Project at
Dewey's Creek
- Funding was set aside in the 2005 Budget and the
BOCS transferred $430,000 from the General Fund
Contingency Reserve Fund.
- Funding was allocated to address environmental
issues which also included drainage issues
Pope John Paul the Great Catholic High School
The Dominican Sisters have moved into their new home
on Bobcat Court in our District in May. Welcome Sisters!

The PWC Historical Commission, appointed by the
Board of County Supervisors, is entrusted with the
mandate to oversee the County marker program.
During the past year the Historical Commission
verified and expanded the "Prince William Marker
Guide" to include newly established markers and
recognize more monuments of historical interest.
These markers denote events, sites, and
personages important to the history of PWC
The markers in latest "Prince William Marker
Guide" 4th edition 2008 encompass State and
County marker sites and in the back portion
note Manassas National Battlefield Park Monuments,
City of Manassas Markers, Town of Occoquan Markers,
Virginia Civil War Trails Markers, and PWC
Dedications and other monuments of historical
interest found throughout PWC.
The latest edition of the "Prince William
Marker Guide" can be obtained for free. To order
your copy download the PWC Historical Commission's
publication order form from their website:

Although gangs are not a problem that is overwhelming
our community,
gang participation by some youth is an issue that we must
confront. One of
the first steps in dealing with gangs is to raise community
awareness of the
signs of gang involvement by our youngsters.
The GRIT team has published a flyer to help parents and others
recognize indicators of possible gang involvement, Signs of Gang Involvement. The flyer also provides information
on a gang tattoo removal program.

A new farmer's market has come to Dumfries!
The Dumfries farmer's market is held at Dumfries United
Methodist Church, 3890 Cameron St., from 8 a.m. to 1 p.m.,
on the second Saturday of the month through October (Aug. 9,
Sept. 13 and Oct. 11). You can read about this exciting new

Dale City Farmer's Market
The Dale City Farmer's Market is open every Sunday, from 8:00 a.m. -
1:00 p.m. through November 23. and is located in the
Dale City Commuter Lot on Dale Boulevard, next to
the Center Plaza Shopping Center in Dale City.

Going Green
With soaring energy prices, air quality alerts, the Chesapeake Bay
in crisis and global warming concerns, we thought we'd devote this
"Bookmarks" to resources we found to help ourselves
"green-up" (and have fun doing it).
Are you going green?
Hanging out clothes to dry? Carpooling with a neighbor
to the supermarket? Biking to school? Replacing grass with native plants
in your front yard? We'd like to hear how you're "going green" -
what steps you're taking to save energy and help protect
the environment in our own beautiful Prince William County. Maybe you have a question, suggestion or concern for Supervisor

Veggie Burgers
I cringed when a co-worker offered this recipe. I've had veggie
burgers before and I wasn't looking forward to repeating the experience.
But this one is different. I found them to have a fresh, nutty taste that
was very satisfying, and they've become a regular 'treat' at
my house. Thanks Tim!
Recipe
Ingredients:
1/2 cup medium-grind bulgur wheat
1 can (14.5 ounces) pinto beans (or light red kidney beans) rinsed and drained
1/4 cup plain dried breadcrumbs
4 scallions, thinly sliced
1 large egg
1 large carrot, coarsely grated
1/4 teaspoon cayenne pepper
3 tablespoons vegetable oil
2 teaspoons Worcestershire sauce
Directions:
- In a medium bowl, mix bulgur wheat with 1/4 teaspoon coarse salt
and 1 cup boiling water. Cover bowl and let sit until bulgur is tender
(but still slightly chewy), about 30 minutes. Drain in a fine-mesh
sieve, pressing to remove liquid.
- Place beans in a medium bowl; mash with a potato masher until a
coarse paste forms. Add breadcrumbs, scallions, egg, carrot, cayenne,
Worcestershire sauce and bulgur. Season with salt and pepper, and mix
to combine. Form mixture into 4 patties, each about 1 inch thick.
- In a large skillet, heat oil over medium-low heat. Cook patties
until browned and firm, 5 to 8 minutes per side. Serve on hamburger
buns or English muffins.
